West Frisian: habitational name from a country estate or farmhouse so named in the Dutch province of Friesland from an ancient Germanic personal name based on the element hag ‘enclosure hedge’. Japanese: written phonetically 芳賀 ‘fragrant’ and ‘congratulations’ or using 羽 ‘feather’ as the first element. The name is found mostly in northeastern Japan and is probably taken from a place in Shimotsuke (now Tochigi prefecture) by that name.
