English:: probably from Middle English Tolpayn which may be a nickname for a miller from Middle English tollen ‘to exact a charge on (something)’ + Middle English (Old French) pain ‘bread’ though the tolls that the miller exacted were on the flour he ground not the bread that was made from it.

Alternatively if -payne is a spelling of Middle English (Old French) peine ‘tax’ it may instead be a nickname for a tax collector.

Perhaps a variant of Tapley.
